[Canal City·Ningbo] Major Events of China Grand Canal (Ning Band) 2013-12-19

 

In June 2008, the National CPPCC Grand Canal Protection and Application Research Group came to Ningbo to investigate and fully affirmed the historical value and heritage protection of the Ning Band of the Zhejiang East Canal. In September, the Ningbo Municipal Government and the CPPCC were invited to participate in the “4th China Grand Canal Cultural Festival and Grand Canal Protection Summit Forum” held in Huai'an, Jiangsu Province. Ningbo joined the Grand Canal World Heritage Alliance and was basically affirmed at the expert level. In October, the Zhedong Canal was included in the scope of the Grand Canal, and Ningbo, as the starting point of the Maritime Silk Road, officially joined the Grand Canal World Heritage Alliance. On December 20th, the Grand Canal’s Ning Band application was fully launched. In January 2009, the 47th executive meeting of the Ningbo Municipal Government decided to set up a leading group for the protection and application of the Grand Canal (Ningbo Band), headed by Mao Guanglie, the mayor of Ningbo. On January 16, the first working meeting was held by the liaison members of the members of the Office of the Leading Group of the Grand Canal. At the People’s Congress held in February, the “Promotion of the Grand Canal’s Ning Band Application” was included in the “Government Work Report”. In March, the field investigation of the Grand Canal (Ning Band) heritage resources was fully completed. On April 13th, the Grand Canal (Ning Band) Heritage Protection Planning Preparation Work Conference was held in Tianyi Pavilion. From April 13th to 20th, experts from China Urban Planning and Design Institute and Zhejiang Provincial Institute of Cultural Relics and Archaeology have explored more than 200 heritage sites along the canals of seven counties (cities) in Yuyao, Zhangzhou, Jiangbei, Haishu, Jiangdong, Zhenhai and Beilun. On September 8, the Zhejiang Provincial Bureau of Cultural Relics held the Provincial-level Demonstration of the First Stage of the Grand Canal (Zhejiang Section) Heritage Protection Plan. The Grand Canal (Ning Band) Heritage Protection Plan passed the provincial expert demonstration. On October 30th, the Grand Canal (Ning Band) Protection and Application World Cultural Heritage Leading Group Office held a special work meeting to discuss the coordination of the protection of the historic section of the Wangtang Bridge in the Grand Canal (Ning Band). On November 20th, the Grand Canal Application Office held the municipal-level meeting of the “Great Canal (Ning Band) Heritage Protection Plan”, and the expert review work at the provincial and municipal levels was successfully completed. In February 2010, the Ningbo Municipal People's Government wrote the “Government Work Report” by “actively participating in the Chinese Grand Canal application”. In August, the expert group of the State Administration of Cultural Heritage conducted a site visit to the site of the selection of the World Heritage List for the Grand Canal. On August 18th, the “Dahe Trail” was the first national event in the country – the Grand Canal (Ning Band) cycling activities in Beijing and Chongqing were held in Ningbo. In November, the Standing Committee of the Ningbo Municipal Government reviewed and approved the “Great Canal (Ning Band) Heritage Protection Plan”. On December 8th, the “Ningbo Forum on the Grand Canal and Maritime Silk Road” was held, and Wang Huizhong, secretary of the Ningbo Municipal Party Committee, attended the opening ceremony. In May 2011, the “Canal Protection and Application Work Conference” held in Yangzhou initially determined the first batch of Grand Canal to declare the list of world cultural heritage, Ningbo Yongfengku Site, Qing’an Hall, Shuizhe Monument and Zhedong Canal ( Ning Band) was selected for “immediate inclusion in the project”. On November 3, the Ningbo Municipal Government held a conference on the protection and rectification of the second phase of the protection and application of the Grand Canal (Ning Band). The meeting discussed and deployed the second phase of the protection and application of the Grand Canal (Ning Band). On December 6th, Tang Wei, Director of the World Heritage Department of the Department of Cultural Relics of the State Administration of Cultural Heritage, led an expert group to inspect the list of the preparations for the Ning Band and the river scene, and believed that the Qingan Hall, Yongfeng Library and Shuiyue Pavilion were preserved at three points. It is better that the body protection and environmental conditions of the Xitang River (including Daxiba and Gaoqiao) are relatively poor, and it is necessary to increase the intensity of remediation. From December 23 to 24, Wang Renyuan, deputy secretary-general of the Ningbo Municipal Government, led a team to Hangzhou and Jiaxing to study and study the application for the protection of the Grand Canal. On December 30th, the first internal opinion consultation meeting of the Grand Canal (Ning Band) and the River Protection Planning (Outline) was held in Tianyi Pavilion. On March 1, 2012, the “Great Canal (Ning Band) Protection and Remediation Work Conference” was held at the Lianyi Hotel of Ningbo Municipal Political Consultative Conference. All members of the Grand Canal (Ning Band) Protection and Application World Cultural Heritage Leading Group attended the meeting. From March 29th to 30th, the 2012 Grand Canal Protection and Application Work Conference was held in Yangzhou. Wang Renyuan, deputy secretary-general of the Ningbo Municipal Government, led the team to participate in the meeting. On August 3, the Office of the Leading Group for the Protection and Application of the Grand Canal (Ning Band) organized the “Protection and Renovation Plan for the Grand Canal (Ning Band) Review meeting of the Grand Canal (Ning Band) Shenshen River and the Protection and Remediation Plan for Water Facilities. On September 13, Zhang Minghua, deputy mayor of Ningbo City, led a team to Jiangbei, Yuyao, Haishu, Zhangzhou and other places to conduct special supervision on the rectification of the Grand Canal's Ning Band. In September, the 35 Grand Canal joint application cities including Ningbo City signed the "Coast Canal Heritage Protection Agreement" in Yangzhou, and promised to jointly protect the canal heritage. On October 16, Huang Bin, deputy director of the Zhejiang Provincial Institute of Archaeology, Lu Yuanzheng, deputy director of the Provincial Ancient Construction Institute, and Fu Yan, an expert on the application of the Provincial Grand Canal, came to guide the protection and rectification of the Sanjiangkou and Qing'an Guild Halls. On May 10, 2013, Zhang Minghua, deputy mayor of Ningbo, went to the Jiangbei District to inspect the environmental protection work of the Grand Canal, and held a symposium on the environmental remediation work of the Zhedong Canal (Cijiang-Zhuzi Port) in Hongtang Town. The one-step rectification work fully affirmed the canal application work in the upper stage of Jiangbei District. On May 28th, Liu Qi, member of the Standing Committee of the Zhejiang Provincial Committee and secretary of the Ningbo Municipal Party Committee, investigated the heritage protection and application of the Grand Canal (Ning Band). On-site inspection of the Grand Canal (Ning Band) heritage Jiangbei Xiaoxiba, Cijiang Gate, Yuyao Zhangting Yunkou, Zhangting Old Street and Tianluoshan Site. Liu Qi pointed out that Ningbo is at the southernmost tip of the Chinese Grand Canal and occupies an important position. If the Chinese Grand Canal declares that the world cultural heritage is successful, it will fill the gap of Ningbo's lack of world cultural heritage. It is of great significance to promote Ningbo's cultural construction, enrich the cultural life of the people, promote the essence of Chinese culture, and enhance the international image of Ningbo.
